Tempo Cost Tracker on Cloud

It would be useful for us to group not just tasks, but tasks within a given time period. For instance we have several phases of development that we would like to track the cost of each phase (has a specific time period). Tasks/ Issues bridge these phases (the same task is in multiple phases) so it would be extremely helpful to use groups to aggregate those tasks that are only within a given date range.
